“Our Humble But Dignified Purpose”
The stating of a purpose in general pre-supposes that the purpose is an answer to a question asked. In this case, the question asked is why is there a need for the Amexem-Moor-Empire?
The answer to the question ‘why the Amexem-Moor-Empire?’ is to give our people a comprehensive and cohesive domain and venue to exist and function free from external control and foreign influences of a negative energy that seeks to prevent the Moor from learning that he/she has higher duties to consistently and perpetually perform and a very important destiny to fulfill on this planet and throughout the universe. The Moor would not engage in fulfilling their obligations mentally thus physically enslaved to another in a foreign venue hence the re-constitution and re-establishment of the Moor’s venue in the form of the Amexem-Moor-Empire.

February: 8, 1861 C.E., what has become known as the United: States was in economic turmoil and needed to raise money to function as an uncivil war was at hand. It was enacted by the Senate and House of Representatives of the United-States of America in Congress assembled in Statutes-At- Large: 1861: page: 129 sections: 1-7 that no later than July: 1, 1861 C.E. “25 millions of dollars” be borrowed at an interest rate not exceeding “six percentum per annum” to be “reimbursed within a period not beyond twenty years and not less than ten years”.
This loan was made to the United: States by the Moors and we have not been repaid to date however the acquisition of the repayment is approaching the imminent stage. This fact is one of great delight and trepidation. The repayment is over due, however, the mindset of our people has become devolved and requires much to repair it from a most foul condition; this condition is caused by the very people our fore fathers loaned the money in question to through the mental and physical savagery they have imposed upon our fore fathers and all of their descendants including us.
The mental climate/mindset pathology of our people is changing rapidly. The resulting political landscape changes are becoming increasingly un-chartable for the caste/pigmentocracy generators. In what seems to be a chain of unlikely events, the rage of our people boils over into a fast and furious uprising that somehow manages to awaken our people from their slumber and sweeps us into power by causing us to take responsibility for our individual and collective self determination.
Let us imagine for a moment that the battles are over and the war has been won. Now... the real war begins. Economic re-emergence! An like a haunting refrain the same question arises repeatedly.. . “What will happen, what do we do now that we have our modern day version of ‘40 acres and a mule?’” Will we waste it all on frivolous spending and flashy goods of short term and limited use? How do we usher in a fair and equitable, well and correctly distributed, viable global economy?
The method as proposed herein is designed to put our people on track to establish and maintain a basic infrastructure for the supporting of a fair, equitable, well and correctly distributed, viable, and perpetually sustainable global economy using prudence and common sense as the fundamental material of its foundation.
This procedure has been created because we, the Amexem-Moor-Empire: National-Family are the hereditary-successors possessing incorporeal-hereditament: birthright-claim/ title to a loan made by our fore fathers/ancestors totaling 25 million U.S. dollars in gold (1861 C.E.: dollars) as is reflected in Statutes-At- Large: 1861: page: 129: sections: 1-7.

The first 40 million eligible Moors are scheduled to receive 9 ounces of gold in bar or coin form.
Phase: 2
9 months from the date of the receiving of a phase: 1: reimbursement, the recipient is scheduled to receive 27 ounces of gold in bar or coin form. To be eligible to receive this second reimbursement, the declarant must submit an individual or a joint business[Business plan for a business with partners] plan for a business that will be established in the
Amexem-Moor-Empire: jurisdiction or in the jurisdiction of another independent- sovereign- nation of Moors to the Amexem-Moor-Empire: Department For The Treasury And Budget. This plan must show how the business may realistically be made profitable within 1,080: calendar-days. This plan must include an investment plan for the prospective business that will yield additional funding for the business coffers of that prospective business.

The 36 ounces to be reimbursed by way of two phases is designed to provide our people with immediate financial relief and investment in their future abilities simultaneously. The preliminary mission objectives are as follows:
Concept: Air/Sea-Harbor: creation: New airports and modernized airports capable of rapid movement of vast amounts of airfreight to be built along deep sea ports with an extensive rail/trucking system on location that will facilitate rapid intermodal transfer of freight from one type of transportation system [trucking] to another [air/rail]. All Air/Sea-Harbor facilities are to have and maintain facilities to clean ship tanks and deposit/clean bilge waters to ensure protection of our environment.
All Air/Sea-Harbor facilities are to be linked to land locked industrial locations via highways, bridges, and tunnels designed for private and commercial use.
Commentary: A concentrated freight transportation center will help to facilitate trade by easing the ability to move products efficiently and at the same time, it will limit the environmental impact of these activities.

1. New subways and current subways are to be heavily assisted by solar and wind power, wheel chair accessible and linked to commuter rail systems to be installed in the 180 largest cities [Phased into service 9 cities at a time to be determined by lottery (citieswith existing service will be upgraded last)]. Each city is to be equipped with natural gas or water powered wheel chair accessible buses and vans with free bus/subway transfers and special fare bus/commuter rail transfers all available with direct purchase,7 day pass, or monthly pass. Fiber optics lines are to run through the subways and along the commuter rail lines to improve communications/ data streaming abilities.
2. The subway will run local and express routes 24 hours a day except during emergency maintenance. The subways will run every 3 minutes during peak hours and every 12 minutes during non peak hours everyday.
3. The commuter rail will run every 9 minutes during peak hours and every 30 minutes during non peak hours everyday.
4. City and Commuter buses will run local, limited stop, and express service [Only local service will run 24 hours per day]. Local service for all bus service will run every 4 minutes during peak hours and every 12 minutes during off peak hours everyday. Commentary: The service is comprehensive and the scheduling is extensive to promote its use over individual travel methods which will lead to fewer people clogging up the roadways which will lead to fewer accidents and their undesired injuries or fatalities; improved air quality, and less roadway maintenance or repair.

The Boubon-Lagos: Railway-Corridor will link land locked Niger to the deep sea port in Lagos . This is a tactical and strategic economic engine that will provide long-term: relief for our people in the region that will be made manifest as follows:
4 tracks (2 outside tracks for commuter line and 2 inner tracks for commercial/freight trains) with a terminus and train yard in Boubon , Niger-Region of the Amexem-Moor-Empire. The other terminus and train yard will be in Lagos , Nigeria -Region of the Amexem-Moor-Empire.
